In 2004, he was promoted to colonel. A year before his retirement from the Air Force, he was awarded a bronze medal for his service to the task force overseeing the detention of military prisoners. In 2005, Graham retired from the United States Air Force after serving his country for more than thirty years. He retired at the legal age of 60 as a colonel.

In 1992, he was elected to the lower house of the South Carolina General Assembly, the South Carolina House of Representatives, 2nd District, beating Democratic opponent Lowell W. Ross by 20%. He only served one term as a representative for the 2nd District.

Graham then decided to represent South Carolina’s 3rd congressional district. He beat the Democratic Party’s James Bryan in the general election by 60% to 40%. He did, however, become the first Republican to represent the 3rd District since 1877. Graham subsequently returned to his second, third, and fourth terms and was reelected on every occasion he contested.

After more than three decades in office, Democratic Party Senator Strom Thurmond resigned from the office of United States Senator from South Carolina in 2002. His retirement prompted Graham to run for the position. He ran unopposed in the Republican primaries and later defeated his Democratic opponent Alex Sanders in the 2003 general election. He became the first new United States Senator in South Carolina since 1965. During the first two years of his tenure, he served as a junior state senator before Senator Ernest Hollings retired in 2005.

In 2008, Graham ran for the second term. He defeated fellow Republican Buddy Witherspoon in the Republican primary election. He then faced Bob Conley in the general election and won a 57.53% to 42.25% victory over his Democratic opponent.

In 2014, Graham ran again for his incumbent office and, like previous results, he ultimately retained his position as United States Senator from South Carolina. His ambition was made possible after his victory over Democratic candidate Brad Hutton in the general election.

In 2015, Graham declared his intention to run for President of the United States. His aspiration to the presidency, however, was cut short after it was certain that Donald Trump would be the candidate to step out of the Republican Party.
